[edit] Purpose

The letter was written to Theophilus[1] who was almost certainly a Roman official, because Luke refers to him as "most excellent". Since Theophilus was someone of high importance, it was expected that the letter would be published and distributed. The letter was written to strengthen the faith of believers and answer the attacks of unbelievers.[2]
